Coast Guard Launches Maritime Cybersecurity Office

The United States Coast Guard has introduced a new Office of Maritime Cybersecurity Policy to address the increasing cyber risks associated with the maritime industry’s dependency on information and operational technology. This initiative aims to protect ports, vessels, and other critical infrastructure from potential cyber threats.

Role and Responsibilities of the New Office

The newly established Office of Maritime Cybersecurity Policy (CG-MCP) will act as the primary authority within the Coast Guard for formulating and executing cybersecurity policies within the Marine Transportation System (MTS). Situated under the Director of Inspections and Compliance, this office will also facilitate communication with industry stakeholders and governmental bodies on issues of maritime cybersecurity.

The office’s duties encompass the creation of domestic policies, contribution to international standards, and management of a comprehensive cybersecurity compliance and enforcement strategy. Additionally, it will collaborate with maritime organizations, academic institutions, and national laboratories to enhance cybersecurity measures.

Adapting to Technological Advances

As the maritime sector increasingly integrates advanced systems and operational technology, new risks emerge alongside enhanced efficiencies. According to the Coast Guard, these advancements necessitate vigilant risk management to safeguard critical infrastructure. Rear Adm. Robert C. Compher emphasized the importance of staying abreast of technological advancements to maintain security across the maritime industry.

The office is tasked with not only addressing current cybersecurity threats but also preparing for future challenges by staying informed about emerging technologies and techniques that can mitigate cyber risks in the maritime domain.

Response to Government Accountability Office Findings

The establishment of this office follows a Government Accountability Office (GAO) report released approximately 18 months prior, highlighting deficiencies in the Coast Guard’s cybersecurity strategies for the MTS. The report recommended improvements in the accuracy of cybersecurity incident data, the accessibility of cyber deficiency information, and alignment with national strategies.

The GAO also suggested the need for clear competency requirements for personnel responsible for MTS cybersecurity and pointed out gaps in the Coast Guard’s existing strategies, such as insufficient risk assessments and performance measures. While the Coast Guard has not explicitly linked the new office to the GAO findings, it represents a step towards addressing these concerns.
