The mastermind behind a notorious ransomware group operating from Belarus has been sentenced to 16 years in a United States prison. Maksim Silnikau, aged 40, was at the helm of the Ransom Cartel, orchestrating cyber-attacks and recruiting accomplices through online criminal networks.

Court documents reveal that Silnikau facilitated the cartel’s activities by supplying fellow conspirators with stolen credentials and access to compromised systems. He also provided the necessary tools to encrypt these systems, effectively holding them hostage.
Silnikau maintained a concealed website that played a crucial role in coordinating ransomware attacks. This site allowed for communication among conspirators and victims and managed the financial transactions related to the ransom payments.
Impact and Disruption of the Ransom Cartel
From 2021 to 2023, the Ransom Cartel targeted at least 18 organizations, both in the United States and internationally. They extracted sensitive data and demanded ransoms for decryption keys or promises not to publish the stolen information.
The operation was significantly disrupted following Silnikau’s arrest in 2023. This arrest marked a turning point in the fight against the cartel’s activities, offering some relief to its numerous victims.
Additional Charges and International Implications
Silnikau faced further charges related to the distribution of the Angler exploit kit, known for deploying malware, and other cyber scams. This operation, active between 2013 and 2022, involved partnerships with individuals like Volodymyr Kadariya and Andrei Tarasov.
Silnikau’s arrest took place in Spain, followed by extradition to the US from Poland in 2024. Meanwhile, Tarasov, who was apprehended in Germany, was released after six months and returned to Russia. A $2.5 million reward was announced by the US for information on Kadariya’s whereabouts.
