Ransomware Fraud: MonsterCloud Owner Charged with $19M Scheme

The U.S. Department of Justice (DoJ) has unveiled serious allegations against Zohar Pinhasi, a dual U.S. and Israeli citizen, for allegedly running a fraudulent scheme through his Florida-based company, MonsterCloud. Pinhasi, also known by aliases Zack Silver and Zack Green, is accused of duping ransomware victims by claiming to use proprietary decryption tools while secretly paying the attackers for data recovery.

Charges and Potential Penalties

Pinhasi faces two counts of wire fraud and one count of conspiracy to commit wire fraud. If found guilty, each charge could result in a maximum sentence of 20 years in prison. U.S. Attorney Joseph Nocella, Jr. for the Eastern District of New York emphasized that Pinhasi misled clients into believing their data was being decrypted through advanced techniques, all the while profiting through deceit.

Allegations Against MonsterCloud

Operating under the guise of MonsterCloud, Pinhasi reportedly assured clients that they could avoid paying ransoms by leveraging the company’s supposed cutting-edge technology. On its website, MonsterCloud claimed to employ sophisticated decryption methods and discouraged paying ransom, arguing it incentivizes criminal behavior.

Despite these public statements, the reality was starkly different. Pinhasi allegedly contacted cybercriminals directly, paid them to obtain decryptors, and then charged clients exorbitant fees, vastly exceeding the ransom amounts.

Case Examples and Financial Impact

In one instance, Pinhasi arranged a ransom payment of approximately $8,200 in August 2023 while billing the client about $150,000. Another situation in October 2021 saw a ransom payment of roughly $236,000 with a client charge of $380,000. Over the years, the total fees charged exceeded $19 million, with over $8 million paid to cybercriminals.

Assistant Director James C. Barnacle Jr. of the FBI criticized Pinhasi’s actions, noting that instead of resolving the ransomware threat, he exploited the victims’ desperation for personal gain. The scheme reflects a grave breach of trust and highlights the complexity of cybercrime-related fraud.

As legal proceedings unfold, this case underscores the critical importance of transparency and ethical practices in cyber incident response. It serves as a cautionary tale for companies and individuals seeking cybersecurity services, emphasizing the need for due diligence and trusted partnerships.
