Europol Enhances Efforts Against Teen Cybercrime Network

Europol has intensified its operations against ‘The Com,’ a perilous online ecosystem accused of involving minors in cybercriminal activities. This network allegedly manipulates young individuals into extortion, cyberattacks, and other illicit activities.

Initiative Overview: Project COMPASS

Under the initiative named Project COMPASS, Europol collaborates with law enforcement across EU Member States and other partner countries. The goal is to prevent, detect, and investigate activities tied to this network.

‘The Com’ functions as a decentralized network of subgroups rather than a single entity. These subgroups operate across various digital platforms, including social media, messaging apps, and gaming services, complicating enforcement efforts as members can easily shift between platforms.

Complex Network Structure

The network specifically targets minors and other vulnerable individuals. It employs tactics such as grooming, coercion, and blackmail to force victims into creating explicit content or engaging in harmful activities.

Among its branches, Cyber Com focuses on digital attacks like network intrusions and ransomware, while Offline Com promotes property damage and physical violence. Another branch, ‘(S)extortion Com,’ is involved in coercing minors into sexual crimes and other violent acts.

Rising Concerns and Ongoing Efforts

Europol has identified group 764 as a notorious community within this network, active since at least 2021. This group uses aggressive recruitment tactics to exploit young people, often overlapping with extremist communities that raise risks of offline violence.

Project COMPASS supports investigations into counter-terrorism, child sexual abuse, and organized crime. It encourages intelligence sharing and operational cooperation to prevent digital abuse from escalating.

So far, the initiative has safeguarded four victims, made 303 arrests, and identified 626 victims and 179 perpetrators. Europol has also conducted awareness activities to help recognize online grooming and coercion signs.

Project COMPASS signifies a robust international effort to dismantle harmful online networks and prevent digital abuse from leading to physical harm.
