OpenAI has unveiled a significant expansion of its Trusted Access for Cyber program, providing select organizations access to the advanced GPT-5.4-Cyber model. This initiative aims to enhance digital security across key sectors such as critical infrastructure, financial services, and open-source security networks.
Strategic Expansion of Cyber Capabilities
The program follows a tiered trust model, ensuring advanced AI cyber tools are accessible to defenders. Access is determined by validation processes, accountability measures, and proven safety protocols. This strategic response by OpenAI addresses the increasing disparity between AI-equipped attackers and defenders lacking similar resources.
Participating Organizations
OpenAI announced that major corporations and cybersecurity firms have joined the program. Notable participants include Bank of America, BlackRock, Citi, Cisco, and Cloudflare, among others. These entities will leverage GPT-5.4-Cyber to bolster defensive operations, enhance threat intelligence, and contribute to the safety system improvements through feedback.
Additionally, the U.S. Center for AI Standards and Innovation (CAISI) and the UK AI Security Institute have been given access for independent assessment, reinforcing OpenAI’s dedication to third-party oversight.
Support for Under-Resourced Teams
Recognizing the challenges faced by teams without round-the-clock security coverage, OpenAI has committed $10 million in API credits through its Cybersecurity Grant Program. This initiative aims to extend advanced AI resources to smaller teams, helping them respond to critical vulnerabilities effectively.
Initial beneficiaries of the grants include Socket and Semgrep, which focus on software supply chain security, and Calif and Trail of Bits, which integrate AI with expert vulnerability research.

OpenAI emphasizes that cyber defense is a shared responsibility. The program is structured to facilitate collective learning among participants, improve model safety via real-world application, and advance the frontier of defensive research.
