Switzerland to Test Open-Source Alternative to Microsoft 365

Switzerland’s federal administration is embarking on an initiative to test an open-source digital workplace solution. This strategic move, aimed at reducing reliance on Microsoft 365, is part of a broader effort to enhance digital sovereignty in government operations.

Feasibility Study and Initial Steps

Informed by a feasibility study presented to the Swiss Federal Council on September 2, 2026, the Federal Chancellery is set to begin a follow-up program. This program will focus on developing and deploying an open-source platform for select federal employees, marking a significant step towards digital independence.

The new platform is not intended to immediately replace Microsoft 365 across the board. Instead, it will operate alongside Microsoft’s suite, offering a parallel environment that enhances operational flexibility and resilience.

Implementation and Expected Costs

By the close of 2027, approximately 3,000 federal employees engaged in critical processes will gain access to this sovereign platform. The environment is designed to support essential office tasks such as email, calendar management, document editing, and video conferencing.

The initial phase of this implementation is projected to cost about CHF 9 million. This funding has already been approved by Parliament, earmarked for developing a Swiss-specific open-source office automation system.

Strategic Importance and Future Outlook

Swiss authorities are positioning this initiative as a project to bolster digital sovereignty and resilience, rather than a mere software migration. The capability to maintain operations during disruptions, geopolitical issues, and cloud service outages is a core objective of this strategy.

The platform will initially serve as a standalone option, allowing employees to operate outside the Microsoft 365 environment when necessary. This dual approach is crucial due to the current integration of numerous applications with Microsoft technologies, necessitating substantial technical adaptation for a full transition.

Following a successful proof of concept study, which involved 172 participants, the Federal Chancellery concluded that the browser-based solution could effectively support standard office workflows. However, challenges remain, particularly in scaling to meet enterprise-level demands such as large video conferences.

The 2027 pilot will provide valuable data on the costs, user experience, and resilience of the platform. A decision on a broader transition away from Microsoft 365 will depend on these findings, as Switzerland continues to pursue a robust digital infrastructure.
