US-China Talks Propose AI Alert System for Security

US-China Talks Propose AI Alert System for Security

Posted on September 22, 2026 By CWS

The United States has put forward a proposal for a new ‘notification mechanism’ to monitor and report artificial intelligence incidents that may impact national security. This initiative was discussed over the weekend, preceding a planned meeting between President Donald Trump and Chinese President Xi Jinping at the White House.

Enhancing AI Transparency

Following discussions with Chinese Vice Premier He Lifeng in New York, Treasury Secretary Scott Bessent emphasized the need for a mutual understanding of shared goals and threats. He noted, ‘Transitioning from opacity to greater transparency between the leading AI nations is crucial.’

Despite calls to slow AI development, President Trump remains firm against it, arguing that it would allow China to catch up with American companies in the sector.

Setting the Stage for Future Talks

On Sunday evening, Bessent, along with U.S. Trade Representative Jamieson Greer, announced the preparation for upcoming discussions between Xi and Trump, scheduled for Thursday. A significant outcome of these preliminary talks is the establishment of a ‘Board of Trade,’ initially discussed during a meeting in Beijing in May.

Greer highlighted the progress made, stating that the ideas have now ‘become reality.’ The countries are negotiating the inclusion of ‘nonsensitive’ items for reduced tariffs, potentially covering consumer goods, agricultural products, energy, and medical devices.

Continued Dialogue and Global Implications

Chinese state media Xinhua reported that Bessent and He Lifeng engaged in ‘candid, in-depth, and constructive’ discussions on AI and broader economic and trade issues. Although specifics were not disclosed, the ongoing dialogue is seen as a positive development.

According to George Chen, partner and chair of digital practice at The Asia Group consultancy, the agreement to continue discussions is significant. He stated, ‘The initial outcome — an AI risk notification mechanism — sets a precedent that other nations might adopt.’

This proposal could influence global AI governance by encouraging transparency and cooperation between major tech powers.
