Efforts to bolster the cybersecurity of the United States’ water infrastructure have been intensified through a dual approach involving federal legislation and grassroots initiatives. Lawmakers and cybersecurity professionals are collaborating to counteract the increasing cyber threats facing this essential sector.
Legislative Measures to Safeguard Water Systems
Senators Adam Schiff and Amy Klobuchar have proposed the Water Cyber Shield Act, which aims to enhance federal oversight and support for water security. This legislation empowers the Environmental Protection Agency (EPA) to conduct cybersecurity evaluations, enforce necessary improvements, and establish security benchmarks in collaboration with the Cybersecurity and Infrastructure Security Agency (CISA) and the National Institute of Standards and Technology (NIST).
The act proposes an annual allocation of $300 million for the Drinking Water and Clean Water State Revolving Funds, assisting utilities in implementing essential upgrades. It also requires risk assessments for large systems and extends mandatory cyber incident reporting to state and locally owned facilities while safeguarding sensitive utility information from public exposure.
Growing Need for Cyber Protection in Water Infrastructure
This legislative initiative emerges in response to a series of coordinated cyberattacks affecting numerous community water systems across at least 12 states, including Minnesota, Michigan, and Georgia. These incidents highlight the need for enhanced cybersecurity defenses within the nation’s water infrastructure.
In parallel, the Water Watch Center (WWC) was introduced at the DEF CON conference in Las Vegas. Aimed at supporting small utilities serving fewer than 10,000 individuals, this initiative addresses a significant portion of the country’s approximately 50,000 community water systems.
Collaborative Efforts and Future Directions
The WWC brings together five cybersecurity firms—Defendify, Legato Security, L1 Secure, Rapid7, and Sentinel Technologies—to offer managed detection and response services. They also share threat intelligence through the National Rural Water Association (NRWA), with initial funding provided by Craig Newmark, founder of Craigslist.
Building upon a pilot program that involved nearly 450 volunteer cyber experts, the WWC is expanding into Maryland, focusing on safeguarding civilian water systems crucial for national security. Additionally, the WWC collaborates with Vanderbilt University to leverage research from DARPA’s CASTLE program, aiming to develop AI-driven defensive systems capable of autonomously detecting and mitigating cyber threats.
