16 Arrested in Timor-Leste for Posing as Japanese Police

Authorities in Timor-Leste have taken 16 individuals into custody following a raid on a facility in Dili allegedly involved in a telephone scam targeting Japanese citizens. The suspects reportedly impersonated Japanese police officers using contrived scenarios and scripts to lend their claims authenticity.

Details of the Scam Operation

The group, comprising seven Japanese and six Chinese nationals, was found with a fake police uniform, a backdrop featuring the insignia of a Japanese police headquarters, and a Japanese script intended for fraudulent calls. The operation mimicked law enforcement, as per a report by the Ministry of Cyber Affairs shared with Cyber Security News (CSN), an independent news outlet.

The raid, occurring on a Friday, highlighted the group’s use of props and scripts to bolster their false police identity. Callers were instructed to differentiate between residential and business numbers. Conversations with residential contacts began with claims of a fraudulent parcel sent in their name, setting the stage for further deception.

Investigation and Evidence

Recovered materials included a manual guiding callers on maintaining conversations with households, suggesting a structured approach to target selection. The props, like the police uniform, intended to reinforce a false sense of authority, although the report does not confirm the use of video calls or other visual methods.

The investigation has yet to reveal details on financial transactions or technical compromises, focusing instead on the alleged impersonation tactic. This absence of financial data leaves questions about the scam’s economic impact unresolved.

Broader Context and Implications

This operation in Dili aligns with previous warnings about criminal networks infiltrating Timor-Leste. In 2025, the United Nations Office on Drugs and Crime noted the establishment of scam operations in the region, linked to cybercriminals and offshore gambling interests.

Such developments are attributed to increased enforcement in traditional hotspots, pushing illicit activities into areas with less experience in handling such crimes. The Dili arrests underscore the importance of international cooperation in combating cross-border fraud, as schemes can easily exploit foreign identities to target victims globally.

While the immediate threat of this specific scam has been mitigated, several questions remain unanswered, including the operation’s duration, the number of calls made, and any potential financial losses suffered by victims. These factors are crucial for understanding the full scope and impact of the operation.
