The United States Justice Department has revealed charges against three Russian citizens and two companies, accusing them of operating cybercrime services. The indictment was unsealed on Tuesday, targeting Aleksandr Alexandrovich Volosovik, Kirill Andreevich Zatolokin, and Yulia Pankova, along with ML.Cloud and Media Land, which have been implicated in this case.
Allegations Against Russian Nationals
The accused individuals are charged with managing ML.Cloud and Media Land, companies purportedly offering bulletproof hosting services to various criminal entities. These entities include both financially-motivated criminal groups and those backed by state sponsorship. According to the Justice Department, the infrastructure of these companies extended to countries such as China, the Netherlands, Finland, and the United States.
ML.Cloud and Media Land allegedly facilitated a broad range of malicious activities. These included phishing schemes, distributed denial-of-service (DDoS) attacks, brute-force attacks, ransomware distribution, and hosting platforms for cybercrime trade and discussions.
Impact on US Entities
The Justice Department asserts that the services provided by these companies were used to target at least 42 organizations across 21 states within the United States, resulting in financial damages amounting to tens of millions of dollars. The indictment against Volosovik, Zatolokin, and Pankova was initially filed in December 2024 but has only been made public recently.
Sanctions and Rewards
In addition to the charges, sanctions were previously announced in late 2025 by the United States and its allies against these individuals and their associated companies. This move was part of a broader effort to combat cybercriminal activities linked to these entities.
The US government has also announced a reward of up to $10 million, along with possible relocation assistance, for information leading to the capture of the operators behind ML.Cloud and Media Land. While it is rare for Russian operators of bulletproof hosting services to be prosecuted in the United States, there have been precedents.
As international cooperation against cybercrime activities intensifies, the unsealing of this indictment marks a significant step in addressing the global threat posed by cybercriminal networks.
