Telegram’s founder and CEO, Pavel Durov, has been formally charged by Russia’s Federal Security Service (FSB) with aiding terrorism. This significant move, announced on July 29, 2026, includes an arrest warrant and represents an escalation in the ongoing conflict between the Russian government and the encrypted messaging platform, Telegram.

Allegations Against Telegram

The charges against Durov stem from accusations that Telegram failed to remove certain channels and bots reportedly used by Ukrainian intelligence and extremist groups for coordinating attacks within Russia. The FSB claims that these demands for content removal were ignored by Telegram, despite legal obligations under Russian law that could lead to a 15-year prison sentence if convicted.
